The Federal Energy Regulatory Commission (FERC) issued Order 2000 for the purpose of advancing the formation of Regional Transmission Organizations (RTOs) and further developing wholesale competition within the electric utility industry. In response, the Midwest ISO announced the Midwest Market effort to implement a wholesale energy market in the Midwest.
