The Midwest ISO is aware of an issue associated with the implementation of the September network model that impacted the calculation of Real Time Ex Post LMPs staring with HE 1 on September 1, and ending on HE 12 on September 3, 2010. The issue is limited to the following CPNodes: ALTW.WRTHNGT, CIN.MIAMIFOR.H, CIN.MIAMIFOR.L, CINERGY.HUB, CONS.MPPA.LANS, CONS.MPPA_2.AZ, FE.HUB, ILLINOIS.HUB, MEC.PELLA, MHEB, MHEB_EAR, MICHIGAN.HUB, MINN.HUB, ONT_W, SIGE.APGI, SIGE.AZ, WEC.AZ, WEC.KCBL_AP, WEC.WPPIMUG. The issue is related to improperly calculated congestion component for these CPNodes. Please be advised that these will be recalculated prior to final approval in accordance with Midwest ISOs policy and procedures.

Potential for Supply Surplus conditions Sunday September 5th, Monday September 6th and Tuesday September 7th, 2010.

Based on mild weather expected over the weekend early morning hours, the Midwest ISO is forecasting that conditions exist for a potential supply surplus on a market footprint-wide basis and is requesting Midwest ISO Generation Operators and Market Participants to prepare for Minimum Generation procedure activation. An Event may result in utilization of the Emergency ranges of on-line Generation Resources, the decommitment of Generation Resources, requests to reduce purchases, or other Emergency actions. The Midwest ISO requests all participants to plan accordingly.

There will be a brief outage of the settlements PI interface. This outage will affect the programmatic upload of settlements meter data and the programmatic download of settlement statements. The outage will take place on Tuesday, September 7th between the hours of 12:30 PM EST and 2:00 PM EST. The actual outage should take less than 5 minutes. The purpose of the outage is to fix an issue where meter data files submitted programmatically as the payload of a soap envelope without xml declarations are sometimes rejected.

Reduction in Day-Ahead Clearing Window Begins Today, September 1, 2010***


Effective TODAY, Wednesday, September 1, 2010 (for market operating day Thursday, September 2, 2010), the Day-Ahead Market clearing window will be reduced one hour. The Day-Ahead Market close will remain at 1100 EST. Results will be posted at 1500 EST.
Beginning the same day, the RAC Rebid period will move to 1500-1600 EST with the Forward Reliability Assessment process beginning at 1600 EST.
This change has been discussed in Market Subcommittee meetings and is reflected in updates to the Energy and Operating Reserve Markets Tariff effective for September 1, 2010.

An updated IT External Interface Change Schedule has been posted on the Midwest ISO website. Please review it to familiarize yourself with upcoming changes to Midwest ISOs external interfaces that may impact your systems.

One item has been added. A bug in the Meter Data Upload API is causing some valid submissions to be rejected. This change will update the XML libraries used by the application to correct the issue. Users are not expected to have to modify their systems as a result of this change, but everyone is encouraged to test their applications with the updated API in CCE.

The Midwest ISO is performing planned maintenance on the Crow Outage scheduling system on Thursday, August 26, 2010, from 1-2 p.m. EDT. Users of the system may experience temporary disruptions during this time. If a connection to the system is lost, users will need to exit CROW and re-enter through the portal.

Per the Midwest ISO Energy and Operating Reserve Markets Tariff (EORMT) (Schedule 28, sheet 2226A), the Midwest ISO is required to inform its Market Participants of the regulating reserve demand curve and operating reserve demand curve prices for the upcoming month.

The Regulating Reserve Demand Curve Price will be $232.66 per MW for the month of September 2010. The minimum Operating Reserve Demand Curve will be $1100 per MW as specified in the EORMT. The maximum Operating Reserve Demand Curve Price will be $3267.34 per MW for the month of September 2010. The Operating Demand Curve between the minimum and the maximum price points is an approximated step curve with step changes occurring in 5 mw increments.

For more information on the determination of the Operating Reserve Demand curve please refer to the Midwest ISO Energy and Operating Reserve Market Business Practices Manual 002 Section 5.2.1.

    Based on customer feedback, the Midwest ISO has modified the process by which the SE files are posted under the EMS Model Information section on the extranet.

    In accordance with the Network and Commercial Modeling BPM, the Modeling team posts two files for peak (1800) and non-peak (0500) cases daily. Beginning with the August 16th, 2010 SE files:

    ￘ Miso_se_(date-time)_AREVA.raw: the raw file represents the real-time SE solution snapshot from a non-peak or peak case. This raw file is NOT solved using either the Areva powerflow or PSS/E powerflow
    ￘ Miso_se_(date-time).raw: the raw file represents the Areva and PSS/E powerflow solutions based on the real-time SE snapshot for the non-peak and peak case.

    ****Event from 0215 to 0345 EST on Sunday, August 15, 2010****

    Midwest ISO will be performing system maintenance on the ASM Production Day-Ahead and Real-Time (DART) system from 0215 to 0345 EST on Sunday, August 15, 2010. There will be an associated outage of the DART web pages and XML interfaces (including outgoing XML notifications). It is anticipated that 3 to 5 UDS intervals will be missed, during this time the use of the Dispatch Target Adjustment Mode may be used. This change will not affect ICCP data. Real time updates will be sent out as needed.

    Midwest CRSG members may receive an error message when entering a request for ARS assistance, but the event will be processed normally within the ARS system. The error message is to indicate the event was not processed within the Midwest ISO market dispatch systems. All BAs external to Midwest ISO dispatch should adjust their NSI as per normal operation to receive or supply ARS assistance MW's. If anyone receives an error message when entering an ARS event, please contact the Midwest ISO Balancing Authority Operator to confirm that we have received the event. The Balancing Authority Operator will then be able to verify that all affected participants have acknowledged the event in the Midwest CRSG ARS application.

    Per the Midwest ISO Energy and Operating Reserve Markets Tariff (EORMT) (Schedule 28, sheet 2226A), the Midwest ISO is required to inform its Market Participants of the regulating reserve demand curve and operating reserve demand curve prices for the upcoming month.

    The Regulating Reserve Demand Curve Price will be $231.96 per MW for the month of August 2010. The minimum Operating Reserve Demand Curve will be $1100 per MW as specified in the EORMT. The maximum Operating Reserve Demand Curve Price will be $3,268.04 per MW for the month of August 2010. The Operating Demand Curve between the minimum and the maximum price points is an approximated step curve with step changes occurring in 5 mw increments.

    For more information on the determination of the Operating Reserve Demand curve please refer to the Midwest ISO Energy and Operating Reserve Market Business Practices Manual 002 Section 5.2.1.

    Midwest ISO will be performing system maintenance on the ASM Production Day-Ahead and Real-Time (DART) system from 0215 to 0345 EST on Sunday, July 25, 2010. There will be an associated outage of the DART web pages and XML interfaces (including outgoing XML notifications). It is anticipated that 3 to 5 UDS intervals will be missed, during this time the use of the Dispatch Target Adjustment Mode may be used. This change will not affect ICCP data. Real time updates will be sent out as needed.

    Midwest CRSG members may receive an error message when entering a request for ARS assistance, but the event will be processed normally within the ARS system. The error message is to indicate the event was not processed within the Midwest ISO market dispatch systems. All BAs external to Midwest ISO dispatch should adjust their NSI as per normal operation to receive or supply ARS assistance MW's. If anyone receives an error message when entering an ARS event, please contact the Midwest ISO Balancing Authority Operator to confirm that we have received the event. The Balancing Authority Operator will then be able to verify that all affected participants have acknowledged the event in the Midwest CRSG ARS application.

    The Midwest ISO Scheduling group is announcing a change to its allowable Ramp Limits, effective July 19, 2010 at 13:40 EST. The current limit of +/-500 MW per quarter will change to +500/-700.

    In other words, this means that for each period of schedule changes, all transaction requests that decrement the Midwest ISOs ability to Import energy will be limited to 700MW. All transaction requests that decrement the Midwest ISOs ability to Export energy will still be limited to 500MW.

    If there is any question about the Midwest ISO ramp limits, any registered user may log into the portal and view the Ramp Limits tab of the Ramp Reservation System.

    There will be a brief outage of the Market Portal and the Market Portal Settlements Programmatic Interface in the Production environment on July, 12, 2010 The outage will occur between 1000 and 1200 EST. To minimize the outage Midwest ISO will perform a failover during the prod installation. The portal users who are in the middle of a submission or who are using a page that relies on selections made on a previous page at the moment the failover occurs will lose their session and need to redo or resubmit their work.

    From 0220 to 0245 EST, the Midwest ISO will be performing system maintenance. There could be an interruption to the Portal interface (Market User Interface) for up to 15 minutes, one to two UDS cases may be missed, and outbound set-points may have a short interruption of less than a minute.     ****Event from 0200 to 0330 EST on Sunday, June 27, 2010****

    Midwest ISO will be performing system maintenance on the ASM Production Day-Ahead and Real-Time (DART) system from 0200 to 0330 EST on Sunday, June 27, 2010. There will be an associated outage of the DART web pages and XML interfaces (including outgoing XML notifications). It is anticipated that 3 to 5 UDS intervals will be missed, during this time the use of the Dispatch Target Adjustment Mode may be used. This change will not affect ICCP data. Real time updates will be sent out as needed.

    Midwest CRSG members may receive an error message when entering a request for ARS assistance, but the event will be processed normally within the ARS system. The error message is to indicate the event was not processed within the Midwest ISO market dispatch systems. All BAs external to Midwest ISO dispatch should adjust their NSI as per normal operation to receive or supply ARS assistance MW's. If anyone receives an error message when entering an ARS event, please contact the Midwest ISO Balancing Authority Operator to confirm that we have received the event. The Balancing Authority Operator will then be able to verify that all affected participants have acknowledged the event in the Midwest CRSG ARS application.

    Per the Midwest ISO Energy and Operating Reserve Markets Tariff (EORMT) (Schedule 28, sheet 2226A), the Midwest ISO is required to inform its Market Participants of the regulating reserve demand curve and operating reserve demand curve prices for the upcoming month. The Regulating Reserve Demand Curve Price will be $245.43 per MW for the month of July 2010. The minimum Operating Reserve Demand Curve will be $1100 per MW as specified in the EORMT. The maximum Operating Reserve Demand Curve Price will be $3,254.57 per MW for the month of July 2010. The Operating Demand Curve between the minimum and the maximum price points is an approximated step curve with step changes occurring in 5 mw increments.

    For more information on the determination of the Operating Reserve Demand curve please refer to the Midwest ISO Energy and Operating Reserve Market Business Practices Manual 002 Section 5.2.1.

    The Midwest ISO will begin routing XML Notifications through the backup network today, at 1400 EST. This does not affect ICCP. XML Notifications will continue to be delivered to the same locations, but their source IP address will be from our backup network. This change has been communicated a few times over the past few months, including during an IT Users Group meeting on April 29th. The meeting materials are available on our public website under the Documents tab:

    The Midwest ISO will be performing a release update on the Crow Outage scheduling system, Friday June 4, 2010 between 1:00-2:00pm EDT. Users of the system will experience extended disruptions or system unavailability during this time. Once the release update is completed users will be able to re-enter the CROW outage scheduling system thru the portal.
