General

This procedure applies to generation interconnection requests that are 20 MW or less and are requesting Energy Resource Interconnection Service (ERIS). Interconnections requesting Network Resource status must use the Large Generator Interconnection Process. The complete Small Generator Interconnection Procedure is described in OATT Attachment R. The appendices referred to in this page are appendices to this Attachment R. The purpose of this page is to provide a quick guide to the interconnection procedure. Please always consult OATT Attachment R, Generator Interconnection Manual, and Midwest ISO generation interconnection planning group for accurate and complete information.

2 Feasibility Study Technical data

This study will identify potential adverse system impacts resulting from the interconnection and include, but not limited to a short circuit, thermal, and voltage analysis.
3 System Impact Study Technical data
Executed study agreement (Attachment 7).
Study deposit.
This study will include, but not limited to, a power flow, short circuit, voltage, stability, and system protection analysis. Study results will include a preliminary indication of the cost and length of time that would be necessary to correct any problems identified in the analysis and implementation of the interconnection.
4 Facility Study Executed study agreement (Attachment 8).
Required technical data, if any.
Study deposit.
This study will specify and estimate the cost and time schedule for the modifications needed to implement the conclusions from the system impact study.
5 Interconnection Agreement Executed or unexecuted agreement.
 

The above SGIP:
  1) Applies to generators proposing to interconnect to transmission system facilities defined as transmission and does not include connections to distribution facilities
2) Interconnection requests made under this process will only enable energy resource status (ER). Any generator requesting network resource status is requested to follow the large generator interconnection request procedures.

Instructions for the Study Process

1. Application

To submit a valid application, the customer should submit all of the following: (i) a deposit of $1,000 towards the cost of the feasibility study (ii) a completed application in the form of Attachment 2 (iii) documentation of site control. This form should be completed online before printing it. All areas marked with a red asterisk must be completed. If they are not, your application is incomplete and will not receive a queue position until it is complete.

It is strongly recommended that the customer have the complete technical data ready before an interconnection request is made, because gathering these data can be time-consuming and may result in forfeiture of queue position due to missing deadlines.

After a valid application is completed, Midwest ISO will work with the customer to setup and hold a Scoping meeting to discuss this project with the affected transmission owners.

Please refer to the OATT Attachment R for schedule and deadlines.

2. Feasibility Study

After receiving the feasibility study agreement and cost estimate, the customer should provide the following to Midwest ISO within 15 business days: (i) an executed study agreement, and (ii) a deposit of the greater of 100% of good faith estimated feasibility study costs (iii) and any additional requested technical data.

Typically a kickoff meeting will be held before a study starts. The customer should work with Midwest ISO to setup and attend the kickoff meeting.

Upon issuing draft study report, Midwest ISO will setup a meeting to discuss the result with the customer and transmission owners.

3. System Impact Study

After receiving the system impact study agreement and cost estimate, the customer should provide the following to Midwest ISO within 30 calendar days: (i) an executed study agreement with necessary technical data (ii) 100% deposit of the equivalent of the good faith estimated cost of a transmission system impact study may be required.

Typically a kickoff meeting will be held before a study starts. The customer should work with Midwest ISO to setup and attend the kickoff meeting.

Upon issuing draft study report, Midwest ISO will setup a meeting to discuss the result with the customer and transmission owners.

Please refer to the OATT Attachment R (section 3.4) for schedule and deadlines.

4. Facility Study

A fter receiving the facility study agreement and cost estimate, the customer should provide the following to Midwest ISO within 30 calendar days: (i) executed study agreement and any additional requested technical data, and (ii) study deposit.

Typcially a kickoff meeting will be held before a study starts. The customer should work with Midwest ISO to setup and attend the kickoff meeting.

Upon issuing draft study report, Midwest ISO will setup a meeting to discuss the result with the customer and transmission owners. Any comments on the draft report should be returned to Midwest ISO within 30 calendar days after the delivery of the draft report.

5. Interconnection Agreement (IA)

After receiving complete draft IA, the customer has 30 calendar days to execute and return of the tendered IA, or submit to the Midwest ISO a written request for filing an unexecuted IA. Midwest ISO will file IA with FERC after receiving all the required documents from customer.

6. Variations

There are some variations to the procedure such as group study and interconnection restudies. Please refer to OATT Attachment R, Generator Interconnection Manual for detail.
